is this phlatate and lead free?

Phthalate is in most plastic or flexible pvc products. If you choose to worry enough to wear gloves while using this there's a good chance if you chose cheap protective gloves they probably contain just a much as the tape may or may not. I don't see the country of origin but I can guess and would say roll the dice.

Are the "inches" on this tape us inches, or chinese inches (which measure longer than us inches)?

There is no such thing as a Chinese inch. This tape has two sides: Standard and PI tape. A PI tape is used to convert circumference to diameter by wrapping the tape around a cylinder. Where zero touches the scale as it wraps over itself will read out diameter. C=PI*D or D=C/PI. The "inches" on the conversion side are not to scale as a consequence and are not to be used for linear measurement.
