Q: Can this be connected to a shop vac?

Actually, yes. they DO sell an adapter at Lowes that fits. It's "stepped" in about 3 or 4 circumferences (think a round stepped pyramid). IMHO, it seems pretty awkward though to connect it to the sander. Your best bet for functionality would be to connect the adapter to your shop-vac then run a length of the flexible 3/4" (or whatever the size is) corrugated, black plastic hose from there to the sander...imho.

Q: Can I use on car before paint job ?

Yes and no. It works great on a flat surface like most sanders do, but sanding seams and groves is better done by hand.
