This is a pressure regulator intended to reduce gas pressure to the carburetor needle valve. Example; 7 psi to 3 - 5 psi. Don't know what use it would be on a lawn mower, but the provided fittings are approximately 1/8" npt × 3/8"hose, and 1/8" × 5/16" hose. You can purchase 1/8" npt × 1/4" hose end that fit most lawn mowers.

It either has in/out stamp or an arrow. The out and or arrow face the carburetor.
