can this be used without the bucket . i want this for hunting camp

Yes, You could. The other question you can not legal to used on the open ground. But when I was camping 30 years ago in other country. I did it by made a big hole in the ground and after done cover it. Any other way tell me.

Where do I place the sleeve (under bucket)? What is it for? I didn't see it in the assembly instructions.

The sleeve is to be placed on the "wire rack" on the chair (you can see it under the "seat" of the chair. It is a splash guard so that the seat doesn't have to sit right on top of the toilet. It worked great for me. There is also a bucket that you can attach if the person can't walk any distance (a bedside commode). Worst part is emptying the bucket.
