Can you paint on top of powertex once it has hardened?

You sure can. I use acrylic and usually finish with an acrylic varnish for added protection and cleaning purposes. Remember Powertex can be used in outdoor weather conditions too, so if your plan is to use it to create garden ornaments, etc. be sure to use an appropriate exterior grade acrylic paint an finish.

Will this stiffen a Woven Cotton Rope basket ,because it won't stand straight it buckles very annoying ?

Powertex hardens all natural material. You must make sure that the rope, fabric, etc is impregnated with the product. by just painting it over it will not harden the project enough. When the rope is thin it will work; when it's thick it will probably not harden as you have in mind.

Will powertex liquid withstand below freezing temperatures when stored in a detached garage?

Powertex liquid may not freeze and therefor can not be stored in a detached garage. Artwork created with the pre colored Powertex such as Bronze, Black, etc. can be placed outside ones it's cured.

Does it work with paper?

Yes it does, as long as it is an absorbent paper. Ideally you want to penetrate the fibers, so a natural paper such as wood or cotton pulp content is perfect. I have used it with heavy duty paper towels and had wonderful results.
