No the panels do not bend. They will snap.

Q: Could you wallpaper directly on to these

Shirt answer no. You need to put drywall over it. Any time you put a decent amount of pressure on Xps foam it marks or crushes.

Q: How to i attach these to a concrete floor , i.e tile adhesive and can i self level over the top of them

I just sat the boards on top of the concrete. Didn't use self levelling concrete after. The boards done the job

Quite possibly, provided weight is evenly distributed over them.
