Does the potentiomerter click off when turned all the way counterclockwise? Can the power supply be turned off with the potentiometer?

Yes. It turns completely off with a click.

what maximum current it can provide at lowest volatge 3V?

I'm not sure the max on the current. We are using it at 3.6V around 2 amps. It is rated at 5A but we have not loaded it to that level. Note: We were not able to adjust it below 3.6V. I have 3 of them and none would go below 3.6V. That was okay for our application and they seem to be stable.

Is the connector negative or positive tip?

The center conductor is positive. The outer shell is negative. This is the standard arrangement of the these power supplies. This unit is a nice power source!
