No, it doesn't come with arrows.

Almost exactly two and a half feet long. It's not very sturdy and completely non-functional so don't even think of shooting even toy arrows with it. Essentially it's a nice prop for a costume, but that's about it.

can you pull the string back

Yes but not with a great deal of force and I pulled slowly. I only pulled it once and didn't want to risk breaking the plastic. I would not recommend for anyone that wants to play with it like a real bow because they will probably forget to be gentle.
