Can a 13-14 yrld sleep in this?

Hmm...Depends on how tall your kid is, but I woudn't think so. I bought it for my 4.5yo and his legs go more than halfway to the bottom (and he's on the shorter/average end in terms of height). If a 13-14yo DID fit, it probably wouldn't be for long. Suggest an adult-sized sleeping bag if you can swing it.
