It can, but this particular color (fluorescent) did not cover.... you could see through it. All non-fluorescent colors were fine. We screenprinted and printed with them.

It really depends on how much of the area is being covered.

Yes but this product is translucent when put on. It does not give a good bright pink coverage. I had to put a coat of white down first and the the pink over it.
