is this good for 4"x6" photos on 2'x3' cork board? don't want tacks / holes. won't mess up cork?

Personally I wouldn't recommend these to anyone I don't think they're even real 3M because they don't do a good job sticking.

Can this be safely used on car exterior?

I think you can use it on a car exterior. To remove though, you need a carefully applied heat gun followed by one of those goo off solvents and a wash.

Will the foam hold liquid? I wan to put a fragrance on it and use it as air freshener?

I would say that the answer is no. These pads are thin and VERY sticky on both sides. Sticking one side and applying a fragrance to the other, in my opinion would just lead to dust getting stuck to the side that is exposed, also I do knot know that the foam is thick enough to hold much liquid. The foam seems to be thin and not very porous, but again they are very sticky.
