If you register the fingerprint without any screen protector on, then the scanner does work after putting this screen protector on.

Yes it fits the whole screen that lights up.

Does it stick on or does it snap on?

Stick ... They provide wipes to get the dust and dirt off, spacers to put on phone face so you can line up and get ready to apply the shield, and then a piece to push out all the air and smooth out the shield. The product was great except that I could not use fingerprint ID if it was on.
