An a Mac under System Preferences/mouse, you can change the tracking, scrolling and clicking speed and the primary function for the left right buttons but you can assign function the the forward and back buttons.

Does this fit all laptops ?

No, because you must have a usb port available for the receiver. Thus, if you have an olderr laptop without a usb port, it will not work.

Best device driver for this mouse on Windows 10? Also, where can I get a manual for it since a manual did not come in the box that contained the mouse

If there is anything else under mouse, go ahead and remove it. Reboot your computer and then reinstall your USB mouse receiver. Make certain that you mouse is turned on so your computer will recognize it.
