does it have usmc stamped on the blade on one side and ka-bar oleans n.y. on the other with a leather sheath that has usmc on it?

No, only models 1250 and 1252 are affiliated with the USMC markings. The 1251 is marked USA

what is the best product to condition the leather handle and sheath, that doesn't make it sticky or fell wet???

I have used bees wax on my handle and knife sheath and my KABAR has withstood many hours on my boat and being submerged, If you don't want to do that then just go on google and find somthing. And no, the bees wax gives it a better grip but also won't get sticky or anything.

Is it comming with the lthr sheat with the usmc logo in it?

The knife comes with the leather sheath that reads USMC. My boyfriend was very happy with it.

I want to verify that this knife has a partial serrated edge, right?

Yes, model 1252 is partially serrated, model 1250 is the straight edge version.
