what are the ingredients of the toffee? (not the chocolate)

From the ingredients list: milk chocolate (sugar, cocoa butter; chocolate; skim milk; milk fat: lactose; salt; lecithin (soy); natural flavor); sugar, dairy butter (milk) almonds; contains 2% or less of: sweetened condensed milk (milk; sugar); salt; chocolate; sunflower oil. Are these still made in the usa or only "distributed" here from mexico?

Don’t know, don’t have left to see packaging.

Why does the description say Halloween? Is the packaging Halloween themed?

I bought a box in Nov 2020 and it was not Halloween themed. Not sure why it’s in the description
