where is this product manufactured?

Designed in the USA and made in China; where else? It is not as flexible as I expected and is no better in basic use as a food scraper than a much cheaper product, but it does have a significantly higher temperature rating. None-the-less, though a good product it is grossly overpriced in my opinion and I really feel I could have got as good for much less.

Are these sturdy enough to scrape charred bits off the bottom of a pan?

They are rubber coated with a sturdy core but if it is baked on and dry you will struggle. They do work well to scrape a pan out after cooking a chicken for example. This spatula is stiffer than another different make one I have. I would recommend it as they are well made.

will the handles melt if left propped on the side of a hot frying pan?

See the image and temperature rating. A frying pan generally does not reach those temperatures. But if you are totally intent on burning your food and your utensils, then go ahead. I bet you can even melt a metal spatula if you try.
