Can you smell perfume through this mask?

You sure can. N100 are particulate masks. You would need a P100 mask with a combo filter that includes a charcoal based pad to get rid of odors.

Will it keep out hexavalent chromium?

No, this is a particulate mask. If you need to filter out hexavalent Chromium you need an OSHA rated mask for that vapor! Don't, I repeat, Do not use a particulate mask for toxic vapors!

how often do the filters need to be changed? washable?

The filters are not washable, but are cheap to replace. I personally replace mine after about 24hrs of actual weld/grind time.... I keep the mask in a ziplock, when not in use.

Can this product be used to weld? Can it protect against welding fumes? If not yhen what miller respirator can a welder use to protect against fumes?

Yes, it is for welding and will filter particulate. I found the mask to protrude too far forward and prevent my helmet from going all the way down, though. The 3M rugged comfort half mask with 2297 filters is my favorite combination. I can't even smell the fumes from cutting with an abrasive wheel with those!
