Can you cut grass once this has been laid

No ,have to take it up ,cut grass and fit again

Can the grass grow through if the prickles are going into the soil? So it stops wearing of the grass

Yes the grass can grow through but not sure it stops the wearing of the grass as its designed to stop cats from using your garden as a toilet.

Is it a seagull fledgling deterrent on a flat roof? They are quite big?

It's for cats with sensitive foot pads so I really am not sure regarding seagulls.

Does it deter badgers ?

i shouldn’t think so, for one minute! badgers are like mini tanks - they are very strong.
