I am replacing the roof vents on my 5th wheel. Is this what I need to place over the metal flange and roof interface?

Yes, this is what I have used and then use a self-leveling sealer over the top of the screws and edges of the vent.

Could this product be applied under water? I.E. Swimming Pools?
