Will this fit a Lincoln electric 140 C power mig?

This was the same size as the other name brand 10 lb rolls so it should. If your welder will take a 10 lb roll, you would be fine. It performed good compared to the Hobart wire I usually buy.

Will this work on a Millermatic 214 machine

I have a Hobart 190 which is also made by Miller. I believe wire spools are universal fit to most welders with adapters that come with your machine. The diameter of a 10# spool does fit my machine.
