Is this definitely 10X magnification ? I'm asking because some reviewers say it is not

I'm not 100% sure but it is a good magnifying glass. It is nice and sturdy and well made. I'm very pleased with my purchase.

Can this be used underwater?

The physics will be more of an issue than the water. Briefly: it won't work as well, if at all. The refractive index of light is higher than air, so the focal length of the magnifying glass is going to be very different to what it was designed for. Might be okay, might be unusable.
