I lost my instructions how to use this sharpener can someone share what their instructions state?

Unfortunately my son opened the box and I too don’t have the instructions. Sorry

Can this also sharpen scissors?

No. This sharpener is for straight knife blades honed to a particular angle. It's highly unlikely that any scissors would have the same angle. Search instead for scissor sharpener, e.g. https://smile.amazon.com/Fiskars-SewSharp-Scissors-Sharpener-98547097/dp/B0002JT0PK/ref=sr_1_9?crid=21UJYLI00QN34&keywords=scissor+sharpener&qid=1668255445&sprefix=scissor%2Caps%2C160&sr=8-9

Is the 16 degree angle suitable for western kitchen knives?

It might be, but I wouldn't use it unless they were already sharpened at that angle. It does a GREAT job on my Shun knives and makes sharpening very quick with just a few strokes.

What's the difference between this model ap-0138 and the ap-0308? https://www.amazon.com/dp/b0061wz7a4

Not sure I only bought one, so I'm not a good reference. Perhaps reading the information provided ,reviews or looking it up on the internet would be a proactive course of action.
