Can you hang keys on it ?

It's a coat rack. You hang coats on it. Not a key rack. Coats and hats. Put your keys on the first flat surface when you walk in door. You'll be surprised, the keys will be there in the morning.

Is the 4-leg flat base sturdier than the 3-leg hollow tubes that collapsed within a month?

This is a really sturdy one. I also bought the hollow one and I regret it.

No protection on the ends of the hooks?

There is a cap on the end of the hooks.

will it scratch hardwood floors or are the end of the legs capped with some kind of rubber/soft plastic?

My coat rack has plastic caps on the bottom of each leg..You could always hot glue felt to the botton of the plastic caps if you are afraid that they might scratch your floor. Or you could buy those cap covers if you can find them to fit yours. I hope this helps.. Happy Holidays!!
