The Solar charge control keeps fading out, I am just trying to use the solar panel to charge usb devices. So far no luck, is mine broken?

Do you have a 12v battery attached? You need a battery attached, the panel is not designed to run anything directly, it is designed to trickle charge a car battery. The power from the car battery is what will charge your USB devices.

can i leave this system connected to the car permanently ie even whilst driving ? TIA Pam

I wouldn't have thought so, you would need to isolate the controller, as your car alternator will be charging your battery as you are driving. there are controllers on the market that are able to be connected to a running charging system, they are a lot more expensive than this system.

Is the solar panel waterproof, can i mount it outside?

The solar panel is fine, but I do get issues occasionally with the controller when wet.
