will this fit 2013 srx cadallic front plate

I used the frames on my 2008 CTS. The frame will fit your license plate ok. I can't say how it would fit the mounting surface on your SRX.

Does it come with stainless steel screws?

Not sure but they are very solid. I covered mine with chrom caps.
