1 packet of water boiler cleaner has 20 grams of 99% citric acid powder and is good for up to 4 L or 1 gallon. So 20 grams of citric acid powder per 1 gallon of water.

How many pounds is this?

30 ounces is 1.8 pounds. There's, in my opinion, no call for churlishness.

can I use it for DIY hair mayonnaise, masks and oils?

Does not dissolve well, id imagine it wouldn’t for you either in these kinds of products. I tried mines in a homemade face mask with 1/3 tsp and I could feel the grit from citric acid not dissolving.
