Is this suitable for making a rag doll?

I found this a bit too course for small projects but was ideal for bag linings which was ideal. I would not use this particular calico for rag doll making.

Can i use this calico to make shorts and a top

I used this as a greenhouse lining material. I think it would be too 'cheap' for external wear, although it could be machined into 'clothing' as an 'experiment' in learning how to make clothes.Not really the best material for finished external-wear clothing. It is like light-weight curtain-lining material.

Would this be suitable for a wind breaker

No, you need a rip stop nylon or heavyweight canvas. Calico is a lining or toile fabric.
