Can I wash this this out within a day to a week

No - it's semi-permanent hair color. You bleach your hair, then dye it, or as my hairdresser said, "stains the hair". It washed out well short of the time listed on the box, and then it looked like he had a bad reaction to pool chlorine.

Will the Splat Null, Lightening Bleach lift the previous hair dye?

the short answer is yes- the effectiveness with depend heavily on how dark your hair is currently dyed, if you bleached it before the previous coloring then it'd be much safer to just let the current color fade before you try to bleach again

When can i wash my ombre after appling?

I did not get ombre, so I can't say for certain, but if it's like mine, yes. It washes out a little bit at a time.

Will this work on dyed black hair, not just natural?

Yes, but it will take some time, It also depends on how long your hair was dyed black. ALSO: Try to strip it out beforehand (maybe a week or so) with something like Color Oops. The less you need to bleach, the better. If your hair has been dyed black for more than a few months it's going to take a lot longer, and It might turn out REALLY brassy. So! Have either Blue or Violet Toner on hand immediately after bleaching!
