Is this a Cutler Hammer?

This breaker is made by Cutler Hammer under the name of Eaton it will not fit in a normal Cutler Hammer Panel will fit in strait blade panels only.

does this breaker interchange with a Challenger breaker

If it is the C type breakers, yes. If it is the R or Q type breakers (Zinsco), then no.

I received this breaker, it is not installed, but when i move it to “on” it pops down to “off”. does it need some to be connect first to stay “on”?

Try moving the handle to the complete off position before moving to the on position. If this doesn't work I would say the breaker is defective.

My main will not turn on or off

Hi If the breaker is not defective... you will have to force the breaker to the off position, using a strong push in that off direction. That will reset the internal spring mechanism, which you should hear and feel Then turn to the on position. It is advisable to turn all the other breakers off, and after main is on, turn them on individually. Good Luck
