Has anyone used this with a lenovo thinkpas t460s model?

Dear customer, After browsing Lenovo's website, we know that the Lenovo Thinkpad t460s is 65W AC power adapter. So, the Sikon laptop power bank can work well with this model laptop.

Can it be recharged with solar panels?

If the solar panel has a output for micro USB or type c USB, then yes. This thing charges slow plugged in and wouldn't count on solar.

Can it be recharge with another power bank?

Yes. I have recharged it using smaller power banks and vice versa

My laptop's power brick is rated at 135 watts, and my computer does draw that at times. WIll this shut off, or provide 100W if my computer is plug in?

The AC inverter will shut down when the power draw exceeds 100 watts - and there will be zero power out. While it might be nice if it just let out 100 watts, when the power demand exceeds the circuity rating the unit protects itself by turning off. This is typical with nearly all inverters. You can turn the inverter right back on again but, if you still have the heavy load plugged in, it will turn right back off.
