Yes they are scoops and hollow under the feet. If you look at the second picture you can see one to the side.

Q: Are the shovels made from thin plastic or thicker? Are they flimsey when digging?

I would say on the thicker side, they are sturdy when digging through wet sand.

Q: What size beach bag do you need for these toys?

I use a regular size reusable grocery bag for them and they fit well with room for more. I hope that helps!
