I would go with 8-9. I got the 3-4 for my niece and shes a small 3 tr old. It fit her great.

It's a regular size 10/11. Didn't do any chest and waist measurements picked her size and it fits perfectly.

The dress I got my granddaughter fit her a little big for her dress size, so I would order her regular size. I think they plan on them being big enough to fit more than one body type. Hope this helps. 😁
