Yes. The stakes are 3' tall and the silt material is 2' tall Having bought 2 rolls of this I would recommend spending more money and getting better a better quality product from a local supplier. Half of the stakes broke pounding them in and you also need to add staples to the material. This stuff is crap. Surprised Amazon hasn't dropped this product

I believe that size listed is the height of the fabric that is anchored to the stakes. The stakes are a bit (about a foot) taller than the fabric. In addition, there is also some loose (not anchored to the stakes) fabric hanging from the anchored fabric that is intended to be buried in a shallow trench dug at the base of the fence to keep water from tunneling under the fence. good luck

Q: will this fence hold in a 5 pound small dog?

I think the fencing would work for your very small, 5 lb. dog. We bought it to create a confined area for our dog while he was recovering from a back injury and he weighs 24 lbs. To create a smaller area we needed to cut the fencing and to keep the long, plastic sheets between the stakes from sagging, we pounded in extra wooden stakes, stapling the plastic sheeting to them.
