If you're just using it for an embroidery hoop and not quilting do you have to wash it? I saw another post that said you shouldn't wash pre-cut fabric

I use pinking shears to trim the cut edges and pre-wash before sewing it. If you intend to wash the finished project, it's my opinion that the fabric does shrink slightly after washing. Since it is 100% cotton, it also wrinkles and requires a hot steam iron to remove wrinkles. Shrinkage might be similar to using Aida cloth for cross stitching.
