If the 2 panels are in series then just one. If they are in parallel then you will need 2 .

Q: I have a meter with subpanel that has breaker spaces in it. Can the surge protector be installed their to protect out going circuits being fed?

As long as the sub panel is approved for GE breakers.

Q: will this product protect 240 V appliances?

Installing the Whole House Surge Protection device into the electrical panel provides protection for both the 120VAC and 240VAC as it attaches to the panel the same as a 240VAC circuit breaker meaning that it protects both legs of the AC circuit.
