Is the coloring on both sides of the sheet, or is the "back side" white?

The coloring is on both sides. It is very nice.

How does the weight of the paper compare to cardstock?

This stationery is more than 20 lb weight but less than 28 lb weight. I do not consider it as cardstock at all which I read is at least 53 lb weight. It works very well in my HP copier with no changes whatsoever. Beautiful product!

Is this offered with lines?

I just printed lines on it. Turning it into lined paper. U can google printable lined paper once u find one u like you’ll be in ur way to lined paper.
