can this be used with an air conditioner?

It is rated to 15 amps so you just need to know what your air conditioner draws. If it is less than 15 amps at startup then you should be good.

I have no idea but I love them. I bought one, saw how good it was so bought another. I use them for for 2 different applications. If I had to guess, and that's all it is a guess, probably made in China BUT this timer is well made and easy to setup and use.

Why the time on this keep dropping back to 3 hours?

I cannot answer your inquiry because I do not know. My unit has been working well ever since I installed it. I have not had any issues. I can only assume that something in the timer mechanism is slipping

does this make a ticking noise?

If it does, you may not want to be near it. I’ve watched enough movies to know that bombs also make a ticking noise…
