I haven't used it for that but a little goes a long way. I used two teaspoonfuls to clear up the algae in a 15,000 gallon pool and it worked great. Also be careful using it near steams as it is toxic to fish I have been told.

What is the proper way to dispose of it? Do we need to take it to a toxic waste facility?

The MSDS data sheet is a good start. Rule of thumb is to avoid the release of it into natural environment, especially water. If you using it for photography you can lower the toxicity level by deplete it with other chemicals.

Can it be used as a fungicide on palm plants?

Bordeaux Copper Fungicide Recipe: 3 1/3 tablespoons copper sulfate powder form 10 tablespoons hydrated lime powder form 1 gallon water Dissolve copper sulfate in plastic or glass container with 1/2 gallon warm water thoroughly, leave it sit and come back later if you have to, it MUST be dissolved. In a separate plastic container mix the lime powder very well with the rest the other half gallon water. Slowly pour the lime mixture into the copper mix, stir thoroughly before use. Spray with a plastic sprayer, metal cannot be used with copper! Be sure to shake or stir up the mix as you spray so particles stay suspended in the water and do not settle.
