Q: Is this chair's frame made from steel or aluminum. some descriptions vary on different websites. If the weight is 7 lbs then I'm assuming it is alumin

I purchased this item thinking it was steel as indicated in the description. However, when it arrived, the Coleman packaging(box) for the chair describes it as aluminum. (There are two versions of this chair one is still the other one is aluminum. Amazon needs to get there marketing corrected.)

Folded Dimensions: 31.1 in. x 21 in. x 7.5 in, (79 cm x 53 cm x 19 cm)

Q: Will screws/bolts rust? Is table metal or composite wood?

I'm not sure about the screws/bolts rusting, I guess tim e will tell. I wouldn't anticipate that but... The table is metal, not wood.

Q: I want to use the table to write on. Is the table sturdy enough to be used as a mini writing table?

I don't have this particular chair, but I write also. I set up a lightweight folding tv tray-table, which is easy to move aside. This may or may not work for your needs, but thought I'd mention it.
