The control terminals receive an electrical signal (emitted by the intercom) that is not always compatible with the requirements of the lock (an instantaneous pulse, or a low intensity signal, etc.) This equipment is activated with that signal and emits another for the necessary time and the appropriate intensity.

if the power goes out the lock becomes disabled?

Yes. It's a electromagnetic lock so without electricity the magnet stops working
