Can you put the lever down with a non-pintle trailer? Can you place the top plate down on a trailer hitch to make sure it does not lift off ball?

You can rest it but you cannot lock it... the idea of the trailer hitch not coming off comes from a good lock on the trailer side not on the receiver ...

What is rated for weight

I am pulling a 15,000 lb weight, very heavy duty

What size is the shank? 2" or 2.5"?

This has a 2" shank and has worked well for me.
