Can i fit the bulb downward?

The shade can be fitted in both ways i.e up condition or down condition. If u want the bulb to face down simply fit the shade with bulb pointing down. Or if u want bulb pointing up fit the shade accordingly.

It is wall mountable. U have to use a Screw or Nail and hammer the nail to the wall and then Hang the shade , Hole for hanging is provided at both up and down positions.

Does it include the bulb?

Yes. They do send a bulb with the lampshade.
