Will this product stop my dry flaky skin? im 32 and every time i put on makeup i have dry flaky skin.

It has helped mine considerably. I also use a daily face moisturizer (Aveeno Ultra Calming SPF 15). I still have a couple tiny spots on my face that are flaky but my skin is far improved from what it was and I credit this product for that.

Is this product tested on animals?

According to their website, they do not test on animals. Other sites have deemed them cruelty free as well. A friend of mine is vegan and an animal rights advocate that swears by this stuff and only buys cruelty free products.

Did anyone else have a problem with the 4.23 ounce bottle only being two-thirds full? Mine had no seal and I'm wondering if it had been opened

Hi Gerald. The bottle is filled to it's maximum capacity. With tubes such as these, the product can never be filled all the way to the top. Also the product tends to settle to the bottom of the bottle. Your bottle should last you 4-6 months using a pea sized amount 3-5 times a week.
