Will this work with bayou coated bullets ?

As long as the bullets are sized the the correct width at the base, use harder poured lead type coated bullets only. BTH 20-22 would be best.

So, is it possible to install this and hand stack 8 or 9 bullets in it without needing to buy the bullet feeder?

does this come with the powder though expander as in the picture?

It does I had another brand of powder through expander that wasn't caliber specific that didn't work with this so use the one that comes with the die

You have to have the Hornady rifle bullet feeder assembly. It will come with the .223 feeder/seater combo die. As the name implies the die will both feed bullets into the case as well as seat and taper crimp the bullet in place. Unfortunately they come at a hefty price tag last I check around $350 for the setup
