The kit you sent us had 2 of the #2 package and no #1 package.  How can we get the first package of the kit?

I am not the seller who sold you this retired collectable kit.
Lego kit City Fire Truck 60002 has been discontinued or out of print from Lego since 2013 so you will have a hard time correcting what appears to be a Lego packaging error back in 2013 (it does happen once in a while). Your only option would be to see if the original seller can replace the kit or get approval to return it for a refund.

What is the difference between this item and the other LEGO city ladder fire truck with 214 pieces?

Hello! With the newer set 60107, there is a major design difference. It has an open design for a wider range of motion when operating the ladder. The hose position was changed as well, and the overall playability allows you to use the separate functions with more ease and room to move. The older set 60002 has more internal room and a storage hatch. I am sure you will find the design you prefer!

Our almost 5 year old boydidn't play much with legos  before. He loves fire trucks. Will this be a good starting legos set?

From my experience, both my toddler love LEGOs and they were eager to move to the smaller bricks -from those DUPLO-. I see there is a JUNIOR series that might be better for non-super-LEGO-fans-yet, to be honest: the overall complexity and quantity of pieces remains doable. If your 5 yr old loves fire truck, he will certainly love putting it together from scratch and all- Good luck ;)
