What's with the write-up? These straps have "16 total compartments?! They have 21 liter capacity?!

The writemup is for one of their bags the product description a quarter way down the page tells you about the straps. The have no pouch or hydration carrier to them as they are straps, and really I would read the reveiws before being hasty about purchase, or better yet you could just critique the page for the ammusment of it

Could these work as sternum straps?

Yes. But only if your shoulder straps have PALS webbing. You then simply hook the Tier System onto it via the system's C-clips.

Are there four straps in this package?

Yes - have ordered this twice and both times there were 4 straps included in the package

Can these be used as additional compression straps on 5-11 Rush 24?

Yes they work great as additional compression straps! --- I bought two (2) sets --- 1 for my Rush 12 and another for my Rush 24.
