will this fit the Sheaffer tektor tip marker pen?

Afraid not. I had the same problem. Tektor tip refills are no longer available and the current roller ball refills, both classic and slim, are too wide near the nib end to fit tektor marker pens from the past. Pity as I also had a fantastic medici diamond gold plated marker from the 1970s which is now, sadly, redundant as a writing implement.

Does the 'blue and black' have both blue and black refill (1 each)?

These refills come in three colors: S222BU.....blue. S222BK....black. S222BB...the one you are questioning is blue/black. There are two refills of blue black ink in this package of S222BB.
