Would these containers hold water without leaking?

Unsure but doubtful. There is no waterproof gasket or similar seal as I can tell. Manufacturer may have a definitive answer.

What size labels will the 1oz tins fit? Thank you!

I got the 2 Oz tins, not 1 Oz. For my 1 Oz that I’ve purchased somewhere else, I used the 1.25 inch labels.

Can these be used for candle making samples?

If you wanted them for smell samples I think it would be perfect. If you actually wanted to put a wick in it to burn for a short period they may a little too small for a wick. But if you could get a short wick in then the container is perfect. They are slightly bigger than a quarter around and about 3 or four quarters deep.
