I know this sound weird but some people say this works out scratches in their iPhones?

There is a coating on your phone screen. If you abrade it enough to get a scratch out, you'll be cutting through the surface.

Will this work on plastic instrument cluster ?

I used it on mine with great results removing swirl marks and fine scratches. It took a total of 3 applications to completely correct the problem. I imagine it may not work as well on deep scratches.

Will this product work on instrument cluster plastic that has yellowed and fogged due, perhaps, to a previous owner using Armor All?

Sometimes, depending on the make and material, when products are applied to surfaces like an instrument cluster visor or a clock visor, the product will bleed through. I has seen this in the past. For example, my friend once over sprayed black magic onto the radio and it bled through the visor. It would not come out unless replaced. Try on a small area or used visor first.
