Does this have the larger locking screwdriver and liner lock blade also?

The larger screwdriver does lock, doing it by having a piece of metal that springs into the base of the blade, thereby locking it. So you have to unlock it by pushing that metal out of the way. The blade locks the same way also.

My kitchen scale says 127 grams or 4.50 ounces

What is the steel? It saus first cless stainless but it doesnt state what it is.

Victorinox doesn't advertise the composition of their steel, but it's a high amount of Chromium and a medium amount of Carbon. Their process is more or less a trade secret, but usually it's one of these grades X55CrMo14, X50CrMoV15, X46Cr13 and X38CrMo14--at least according to some sources. And it depends on the knife and/or tools found in the knife.
